Tesla has taken another step from promises to official paperwork. According to the Texas state registry, the company has registered 42 Model Y Robotaxi vehicles as Level 4 autonomous cars.

Level 4 means a car can drive without human intervention, but only under defined conditions and within a geofenced area. This is not “autopilot everywhere” but a strictly limited scenario: specific cities, routes, access rules and operator liability. The new Texas law requires companies to self-certify — they must confirm compliance with traffic regulations, insurance and safety requirements.

Against the backdrop of Tesla’s loud announcements, the figure looks modest. Waymo has 577 robotaxis registered in Texas, Avride has 317 and Zoox has 35. But for Tesla, the status itself matters: the Model Y now officially counts as part of a Level 4 robotaxi fleet, not just an ordinary car with FSD.

What is also notable is that Tesla is preparing the Cybercab for service. Tesla’s VP of AI, Ashok Elluswamy, has said such vehicles will appear in Austin soon, and published videos have shown a Cybercab leaving the grounds of Gigafactory Texas on its own.

The main question remains the same: can Tesla scale the service without losing trust in safety. In the robotaxi market, trust is earned not through presentations but through the number of rides without incident.
